Healthcare Common Procedural Coding System (HCPCS) code Q3014; Telehealth originating site facility fee is used to bill for services incurred at the site where the patient is located during the telehealth service. Per the Blue Cross Blue Shield of North Dakota (BCBSND) Telehealth Services Reimbursement Policy, code Q3014 should be reported with the valid place of service (POS) code reflecting the location of the patient.
If the patient is not located in a healthcare facility or clinic, additional services are not being provided at the originating site and it would not be appropriate to bill code Q3014. In addition, it is not appropriate for the same performing provider to bill for both the telehealth professional service provided at the distant site along with code Q3014 for the telehealth originating site.

The BCBSND Special Investigation Unit (SIU) has identified incorrectly billed claims with the code Q3014 and the same performing provider billing the professional services. The SIU will perform an additional review of claims in the near future and inappropriately submitted claims will be denied, or providers will be asked to submit documentation supporting the use of the code Q3014.
