BCBSND’s plan to join Cambia as newest affiliated single-state Blue plan receives regulatory approval

Building on What Works, Delivering More for North Dakota

BCBSND and Cambia announced on Aug. 21, 2025, a strategic affiliation to better serve members with simpler, more affordable care—while keeping it close to home. We are pleased to share the affiliation has received regulatory approval from the North Dakota Insurance Department. This milestone confirms that our plans meet all required standards and allows us to move forward with confidence.

Through this affiliation, we’re building on what makes us both strong—local focus, mission-based cultures, and a shared commitment to transform health care so it works better for real people while keeping it financially sound. 

When the affiliation becomes effective on Feb. 1, 2026, Cambia and BCBSND will begin unifying operations to join together as one team of employees serving members of five locally based Blues plans. Sharing knowledge and expertise across these five plans will enhance our collective ability to serve members and customers well. By sharing teams and resources, we’ll bring members and employer groups more tools, a more personalized experience, and continued access to the care they trust with a focus on:

• Improved Experience: The affiliation enables more investment in care solutions that are more personalized and connected – like advanced primary care, expanded tools for maternal and family health, and programs tailored to the needs of local communities.
• Expanded Capabilities and Tools: Shared technology and data will create new opportunities for plans to collaborate with providers, employers and communities to support care that is more accessible, understandable and actionable.
• Transformative Solutions to Improve Outcomes: Combining resources across operations and technology will expand plan capabilities, provide cost savings, and simplify the health care experience.

For our customers, this means our commitment to serving you locally remains unchanged, and you can expect the same trusted service and support from your local team as we begin this new chapter together. While the affiliation agreement between Cambia and BCBSND is new, many of the things members value about our services will not change. Members retain their current coverage and will continue to use their BCBSND insurance card just as they do today. BCBSND will maintain our commitment to North Dakota through our local plan name, board of directors, and philanthropic foundation. We will also continue with our mutual status, meaning we are governed by policyholders rather than investors. Those who work with us will continue to have access to a local team who understands our North Dakota communities and local health care needs.
