Non-Emergency Medical Transportation (NEMT) Billing Requirement Update

Blue Cross Blue Shield of North Dakota (BCBSND) Medicaid Expansion is informing our NEMT provider community of some newly added billing resources for billing requirements to the Medicaid Expansion Non-Emergency Medical Transportation (NEMT) billing requirements webpage) .

Billing the appropriate type of fleet vehicle is important and is paid based on your vehicle enrollment and Medicaid Expansion contract.

Fleet vehicle definition:

  • A taxi, also known as a cab, is a type of vehicle for hire with a driver, used by a single passenger or small group of passengers, often for a non-shared ride.
  • A minibus is a small bus for eight to fifteen passengers.
  • A wheelchair van is any van that has a wheelchair lift.
  • A stretcher van is vehicle that contains a stretcher that is operated to accommodate an incapacitated person or person with a disability who does not require medical monitoring, aid, care, or treatment during transport.


Important Billing Reminders

  • A typical transport involves one base rate per way.
  • There are minimal exceptions to the base rates allowed.
  • Modifier usage is important.
    • Please reference the information above for the appropriate use of the modifier.
  • For clarification on additional base rates for A0100, A0120 and A0130, contact the BCBSND Medicaid Expansion Provider Service Contact Center at 1-833-777-5779.
  • When a transportation provider is traveling to a rural setting and the vehicle is empty, these are considered “unloaded miles.”
    • "Unloaded miles" are only able to be billed after the first 15 miles.
    • Providers can reference this information within their provider contract.
