Federal Employee Program (FEP) Prior Authorization (PA) Process Change

Blue Cross Blue Shield of North Dakota (BCBSND) continually develops and revises processes to help the members and providers. 

The primary objective of this process change is to reduce the administrative burden on both providers and FEP members. By developing and implementing a common, transparent electronic submission process for prior authorizations, BCBSND seeks to make the PA experience more efficient and user-friendly.

Our commitment is to update the provider community as coding and reimbursement policies and guidelines are added, adopted, and/or revised.  

 For 2026, the PA list has changed. Below is the list of changes. 

 Added:

  • Elective Hip, Knee, and Spine surgeries 
Hip, Knee and Spine Procedure codes

Removed:

  • Outpatient hospice (inpatient hospice will still require PA) 
  • Certain genetic testing 
  • Gender reassignment (FEP is removing the benefit for this)
